Xotar, a weapons master from the future, has traveled back in time to defeat the Justice League. He needs to test four weapons to find the most powerful one, so that he knows what will hold off the Intersolar police of his own time. He takes possession of Snapper Carr, and uses him to lure the Justice League into his trap. All but Superman arrive, and handily defeat the first three weapons. The fourth, however, is another matter entirely.
